That’s like the Emailer feature of bolding the Deleted Mail folder to show you when you have messages in there. In my experience users seldom if ever have an empty Deleted Mail folder. The same goes for an empty Task list.

After adding red flag view on the folder list wouldn't it be useful to have
some feedback on open To-Do's in that list also?
This way it wouldn't be necessary to click on the icon to know if there are
any open To-Do's. A simple glance at the folder list would be enough.
