No, each application has to implement it; however, it used to be implemented
in MPW (aka the Macintosh Programmers Workshop) and everyone used to program
in MPW.  Every subsequent development environment has included it.


Thus, danged near everybody implemented in their applications because it's
so danged useful.

PS: Of course, it's tied to cmd-H because cmd-F was *F*ind, cmd-G was one
key over and got Find a*G*ain, so one more key over got Find *H*ilited Text.
Fortunately, all good programmers are good at rationalizing naming
conventions after reality has already been determined; otherwise it might be
nonsensical. ;-)

PPS: But my fingers are still convinced that Edit-Clear should be cmd-B.
