Because not all data is stored sequentially in the file. We keep toying with
the idea of shrinking the database all of the time. It would have plusses
and minuses. One of the big minuses is that one of the slowest things you
can do to a database on a Mac is change its file size. Because of a quirk in
the file system, whenever you change the  size of a file on the Mac you have
to flush a large part of the disk cache. This, in our tests, is very, very
slow comparatively. This explains why we grow the datafile's in chunks
rather than incrementally.
