On the Reply & Forward tab of the Mail & News preferences, you can choose the "Sort Internet Headers" which is the standard format for doing it the way you like. If you prefer the Attribution line, you'll see that there's a checkbox for insertion point at top, That actually puts it right at the first character rather than above because it's meant for "interspersing" your reply within the original. If you really want "above", as I'm doing here, then get my script "Reply Insertion Above" at

and use it with a keyboard shortcut if you wish. (Instructions for that are in the ReadMe and at AppleScript Central).  I might do a version to add the signature if I can get it to work with HTML (which I probably can't, but that could also be done with a keyboard shortcut).
