Just include a status column (the Flag column) in any custom view for
contacts (it's probably there already), click on it, and all then flagged
contacts will bunch together at the top or bottom. That may already do what
you want. If you want more, you can then shift-click the top and bottom
flagged contact to select them all, and assign them a new category in the
Category button. Then make a new custom view for contacts of that category,
and there you are: a custom view for flagged contacts.
