That's not surprising.  Buying disk space to store years' worth of customer
email and also assuming backup responsibility in a lawsuit-prone society
isn't a sound business model.  IMAP can make sense in a University (at least
for a school good enough at writing grants) or Corporate environment...not
in an ISP environment (unless sold as an extra-cost option).
