No, Romanian is a so called Roman variant language. The encoding is done by
replacing characters from the original MacRoman ASCII table.
For this to work properly the system has to be patched and the fonts also.
Otherwise normal applications will not be able to distinguish between the
original MacRoman character and the modified one.
There is only one commercial application that handles this without
modifications and it is called WorldText and is located on the Mac OS 9.1
CD. It is a text editor and it uses Unicode (www.unicode.org).
The keyboard layout you need to use is called "Extended Roman" (also on the
CD).
