Can't start Explorer if Entourage running

I'm not having any crashes if both are running (under OS 9.1), but IE won't
start up if I have Erage running. I need to Quit Erage, start IE & then open
Erage again.

I disabled MOM but that didn't fix it. Anybody having the same problem, or
know of a fix?
