I think I've isolated a bug in 'rage. (OS 9.1, 256 MB RAM, 19.6 MB RAM to 'rage, Switch-It, N2MP3, GoMac, gURLy, ATM)
1. Open a new message window (cmd-n).
2. Click in the main window.
3. Press cmd-` to switch back to the new message window.
4. Hit the "Help" button (above the forward delete key, I do this often on accident)
5. Hit "escape" (the main window comes to the front)
6. Hit cmd-` to switch back to the new message window.
At this point both the new message window and the main window are both the active window, both have the active window title-bars.
This is completely repeatable on my machine.

On my machine, I got both windows active as soon as I hit Esc. However, I could not make it happen again.
