There aren’t very many text editors that will handle JIS natively. I suggest you use a JIS-to-SJIS conversion tool and then open up the resulting SJIS text in Tex-Edit. I’ve been using JCONV-DD for many years, and it has served me quite well.

I’m not sure how well this tool will work on large text files. Normally I only use JCONV-DD on the occasional JIS message, and it may or may not choke on a huge block of messages.
