Probably because it isn't. Have you bothered to check the API documentation
about date and time routines? There is a very clear discussion of the
routines and structures available, including the long date and time record
which has been around since system 8 (or perhaps 7).
You do bring up a good point about the hardware clock, but that is not
relevant to this discussion, and already has a somewhat clever solution
