You can force the content-type to change by adding an attachment or changing the message to html. You can change the charset by selecting a different encoding from the Format:Character Set menu.
If you really want, you can edit your account settings (tools:accounts, open the desired account and select the options tab) and add your own custom header. You could add another-content type header. It wouldn’t replace the Entourage generated one, but would be inserted before it. There is no guarantee that this won’t break some clients, but I just checked and Entourage and Win Outlook both respect the 1st content-type header and appear to ignore the subsequent one (I tested with header = content type and value = “text; charset="UTF-8"”).
