George, 

By any chance, do you have separate partitions for your OS (System folder)
and applications on your hard drive? In that case rebuilding your desktop,
as I'm sure you've done from time to time, wouldn't help, and in fact might
even cause this problem. I have found that putting an alias to the OS 9.1
System folder on both my Applications and Data partitions, as well aliases
to Applications (OS 9) and Documents folders on the OS and each other's
partitions, avoids this problem. Everything works right.

Just wondering.
