Default to have attachment window closed?

Is there a place to change the default behavior of the attachment window?
I'd like it to default to closed for new messages and for incoming messages
as well.  I would be OK with incoming message that have attachments opening
the window - but even then, I'm more likely to want the window to remain
closed.

I couldn't find anything in the help on this.
