I can copy the To: field just fine off the message "frame" in preview pane
view or in the message's own window. But the "Copy" function does
occasionally go missing in any context for copying headers off frames, I've
noticed before. Here's what you can do:

1) Click outside Entourage (desktop) and back in again, although it usually
takes also switching to another folder and back again as well.

2) Better - take David's suggestions. View Internet Headers or Source. (If
you're in Preview Pane, it might be quicker to view Source - saves a click.)
