Taking your advice, I changed the type of the Location Manager control panel to APPL. Now the result is that when Classic starts, a small window displays, "The Location Manager Extension Failed to Load". Then, when Entourage is started and it invokes the SMTP Location script, there is a long pause followed by a message, "Location Manager got an error: Apple Event timed out."

Any further ideas?
