The SMTP issue is far more of an issue, and for Applications like Entourage
the ability to tell Entourage to use proxy settings, or not.

The remainder of what location manager does is highly useful for all kinds
of configurations and customizations...

I'm having some hopes that now that 75% of the OS X team is composed of Mac
OS 9 developers, things will change rapidly (as they have with 10.1 already)
