The $149 upgrade was specifically announced as a special limited offer only for customers who already bought or upgraded to Office 2001. Microsoft definitely does have an upgrade for Office 98 owners. As I understand it, for $300 you can upgrade to Office 2001 and get Office X for no additional charge. That's less that those of us who upgraded twice paid.
Or, if you prefer, you can upgrade directly to Office X from Office 98 for the standard upgrade price of $299. So I don't think you are out of luck, although you don't get a windfall either.
