Nope. RFC 822 clearly requires at least 1 destination field (To, CC, or
BCC). Technically, an empty BCC: field qualifies, but many SMTP servers that
see no visible recipients will take the BCC recipients and put them in an
Apparently-To field. This is a very bad thing, and people generally blame
the client for such failures, not the server.
