In Explorer, go to Explorer>Preferences. In the left hand column of the "Internet Explorer Preferences" window, select "Interface Extras" (in the "Web Browser" section). At the right, in the middle section (labelled "When another app asks IE to go to a page"), click the button next to "Open a new browser window".
