LiveSync requires that your server supports the IMAP feature 'IDLE'. To verify if your server supports IDLE, connect to your server once, then right-click the account's icon in the folder list and choose 'Get Info'. That will display a string your server sent you listing its supported features. Look for 'IDLE'. If 'IDLE' is not displayed, LiveSync will not function.
It's a know issue that the above is unclear to the user. I believe that Entourage should check for IDLE itself as soon as it connects for the first time. It could then change its UI to indicate LiveSync's unavailability.
