I have noticed on a number of occasions that the scroll bars associated with a window do not become active when the window itself is the active window. For example, right now my inbox window is active, but the preview panel scroll bar is active not the inbox window, so I cannot scroll to older messages using the mouse. In addition, sometimes all panes of the application window are inactive, even though I selected the window and application.
