I'll let the E guys give the final answer, but I suspect the reason E
doesn't do this is to prevent user error ;)

Since OS X is a multi-user system by design, Entourage has no way of knowing
how many other users there are on the computer, and has no way of knowing
whether the folder it "found" in another location belongs to the user who is
currently logged in or to another user. So requiring the imported data to be
in the current user's Documents folder is a smart thing to do. That way
there's no chance that a user will accidentally import the wrong user data.
>From an administrator's point of view, it's also the more secure thing to
do.
