Because 72 dpi is what most monitors really display. The Windows adjustment
applies only to text, not images. The issue is more involved than has been
discussed here, and some of the comments posted are basically incorrect.

In summary, Windows does not display fonts at the correct sizes, but makes
them somewhat larger than specified. Macintosh will display them at the
specified size. Hence, pages designed for Windows will have the text appear
smaller on a Macintosh, unless you use Internet Explorer, which has an
option (the default) to apply the same scaling as Windows does.
