Sounds like a bug. Can you try only setting the category, not moving to a folder. Des the category change take place?

That's correct. (The MLM is unusual in that it's supposed to allow you both to move a message by an MLM rule and then also do other rules if you uncheck that box. But you should keep it checked if the other IMAP rules might move the message to a different folder or change to a different category, of course.)

Yes, that's right. First MLM (so as to not mark as junk if from a mailing list), then Junk Mail Filter if not from a mailing list, then the other rules if not contradicted by MLM.
