Well, once upon a time, there was the Mac Internet Products Unit (MacIPU)
which developed Mac Internet Explorer and Mac Outlook Express (before
Entourage came along). This group was entirely located in Silicon Valley
(well, except for a few stragglers in remote outposts like Dallas :-). They
even had shirts back then with "MS Bay" on them (I still have a couple).

Of course, that was several years and many reorgs ago.
