Probably you should just try them out. When you pick Resend, you get a replica copy of a message YOU sent (it only works with sent messages selected in a folder like your sent items folder) in a new message window on the screen. It's a fully editable window. you can do anything you want with it - re-write the whole thing, or part of it, change the subject, recipients, anything. It's just using your previously sent message as a template. Try it.

Redirect can work on either a message sent TO you (its normal use) or your own sent messages. You cannot edit it in any way at all except to make a new recipient(s). It is uneditable. It allows you to Redirect a message sent to you on to someone else, as if from the original recipient. If your next recipient wants to reply, the reply goes to the original sender. S/he won't even know you were involved unless s/he knows how to study the message headers carefully. Otherwise use Forward which clearly frames a message as being forwarded from you and replies to you.

So Resend a ma sent message without editing to another person, you can use either. The "Sent" time will show up differently (the Redirect will have the original Sent time, I think.) Might as well use Resend, and make any little changes you need.
