Actually, you should have all your numbers in the format:

+ <country code> + <local code> + <phone number>

Any GSM network will always do the right thing when it comes to dialing.

For instance, here in the US if you dial +18005551212 it will 
automatically know that it is in the current country and just route you 
correctly.
