Yes. I'm not quite sure why it has to be that way but it may be for similar reasons as to why you can't duplicate IMAP messages by AppleScript - the server cannot return an accurate ID of the duplicated message. However you can still option-drag to another IMAP folder to duplicate. So make a secondary Drafts folder - call it Drafts Copies or Template Copies or something like that, as a subfolder of Drafts to keep it close by - and option-drag your original draft there. Then click on the Drafts Copies folder and there you are.
