Yes. I'm not quite sure why it has to be that way but it may be for similar
reasons as to why you can't duplicate IMAP messages by AppleScript - the
server cannot return an accurate ID of the duplicated message. However you
can still option-drag to another IMAP folder to duplicate. So make a
secondary Drafts folder - call it Drafts Copies or Template Copies or
something like that, as a subfolder of Drafts to keep it close by - and
option-drag your original draft there. Then click on the Drafts Copies
folder and there you are.

And for anyone looking for an email provider, my early experience has been dynamite. You can tell the people at FastMail are users; there are so damn many nice little touches.
