They are. But you have to explicitly "Work Offline" via the menu item. Actually, it's not a complex map at all. You just need the src folder id, the message id, and the dst folder. Keeping track of message attributes can be a little trickier, especially if someone moves the message, and marks it as read in the src...did they mark the moved message as read or the "deleted" message as read?
