Actually, there is a way to implant viruses in JPEGs. I suspect that a similar exploit would work for PDFs. To make a virus capable of being transmitted via JPEGs is also at least theoretically possible; however, I don't believe one's been seen in the wild. And it would be highly dependent upon the hardware platform, the operating system, the revision of the operating system, the viewing software, and the revision of the viewing software.
