You could try creating a new custom rule for this.  Select one of these
Chinese messages, then go to View -> Source.  Find the Content-type header,
then locate the "charset" attribute.  Copy whatever is in the quotes.  Now,
go to Tools -> Rules.  Say that the copied character set was "chinese1".
The rule would look like this
IF Specific Header "Content-Type" Contains "chinese1"
THEN Delete Message

Check "Enabled", then click OK.

I rarely get junk mail and I don't us the Junk Mail Filter because it picks
up good mail.
