Undo will only work to undelete a message if you accidentally delete a message from a folder list, e.g. in a browser window. If you open an incoming message, click in the text area, and then hit the Delete key, the message gets moved to the Deleted Items folder.
If the message is _already_ in Deleted Items when you open it, then it is erased from the disk and is GONE. In both of the latter two cases, undo cannot bring the message back. In the lattermost case it is permanently deleted; if it is merely moved to Deleted Items you can find it there and manually move it back where you want it. This, IMO, is bad design. If the Delete key is pressed while an incoming message is open, the user should be asked if he truly wants to delete the message or not, regardless of how the preference is set in Notifications preferences. Either that or require Cmd-Delete to delete the message under those circumstances, and reserve the simple Delete for text; if the Edit button has not been chosen to render the message editable, then Delete could just beep. I've made these suggestions to Microsoft (remember the Help menu has an option to send feedback).
