The odds are good the problem is theirs and has nothing to do with Entourage. Try firing up Mail.app and see if you get the same duplicates there. If so, you need to address the problem to Workopolis.

It appears that Allen forgot that you are using OS 9 or that OS 9 does not come with Mail. An equivalent thing to try would be to check your account using your ISP’s web mail interface
<http://www.getemail.sympatico.ca/> and to check to see if there is a duplicate or not. If there is one, that means that it is an issue with Workopolis. If there is not a duplicate in web mail, but there is one in Entourage, that means that there is an issue with your Entourage setup.
You could also get Outlook Express and set up the account there to test. You’d want to check the option under the Options tab to “Leave a copy of all messages on the server” in Outlook Express, so that you can still access all mail from Entourage.
When you send yourself an e-mail from Workopolis, check your mail using Outlook Express and see if you get a duplicate. Then try Entourage (the same messages should download). Again, if you get duplicates in both, it’s an issue with Workopolis. If you only see it when checking with Entourage, it’s an issue with your Entourage setup.
