IMHO, this is nasty interface design. I never use it as it just creates problems for me. No one I know uses it either. Apple's iCal has a good implementation coming along (we are told on rumor sites). I think too that the ms folk are aware that this first attempt at implementing updatable time zone displays is somewhat imperfect.
