I cannot imagine wanting to do this. However, you should be able to do it
using Custom Views. Perform an Advanced Find, select All Folders, and for
criteria, select "If any criteria are met", and then choose mutually
exclusive criteria such as "Category Is not None" and "Category is None".
That should match everything.

Once the advanced find completes, save it as a Custom View.
