Another workaround that I find faster if the target quote level is just one
">":

Highlight the many-quoted text.

Use Remove Quoting.

Cut the text to the clipboard.

Use Cmd-Shift-V (Edit->Paste Special->Paste As Quotation) to paste it back
with one level of quoting.

Another alternative under Panther is assigning a shortcut to "Increase Quote
Level" using System Preferences, Keyboard & Mouse, Keyboard Shortcuts.
