I guess I assumed it pops up with a new notification (duh! It should!), and
never noticed it does not because I usually click the Dock icon a couple
times a day to remind myself of what's there. Plus, I don't set a lot of
alarms.

I'd report this as a feature request to Microsoft via the Help menu feedback
option.
