When you run all rules, you are also running the Junk Mail Filter and the
Mailing List Manager rules. If you have MLM rules that have applied to the
message, then unless you've changed the default in MLM, no further rules
will be applied. 

Look at any MLM rule under the Advanced tab and make sure "Do not apply
rules to list messages" is NOT checked, if you want them to fall through.

If you want ONLY that first rule to be applied, and not later ones, then add
a new rule after the first one, and in that rule, make the criteria "is from
mailing list" and make the action something innocuous like "set category to
none", and check the box "Do not apply other rules...".
