John, if you're serious in using this as an example, may I suggest either or
both of these as a fix:
1. add senders a through sf to a group and make your test "if sender is in
group XXX and..."
2. create a category for any subject that matches the criteria and make your
test "if category is XXX and sender..."
Either way, your 500 rules would drop to two or even one and be trivial to
maintain.
