The connection doesn’t seem to have any problems.    I used Entourage v.X previously (no problems).   The password is more than 8 characters.    I can’t send an email message either because the –3210 error comes up instantly when I try to send.   There are no 116 KB <no subject> messages in the Inbox or Junk folders.

I have no problems. We don't have this error listed, but -3211 indicates a
problem with your connection.

What version of Entourage did you use previously?

Hotmail accounts require passwords with 8 characters.So, if you are using an
old short password, look up your account in your web browser and change it.

Check for a bad message. The infamous '116Kb, <no subject> message' is still
around. Go to the Hotmail website using your web browser to delete this
message.

Sometimes sending a message will allow a download to work.
