Is there a pattern? Priority - as opposed to Flag - is really meant to be
applied by the sender, not the recipient. It's actually in the headers for
the message when applied by the sender, but not in the headers when applied
by the recipient. (In fact, I'm a little surprised that the Message menu
even allows you to do so. You'll notice there's no Options/Priority button
when displaying a received message in the preview pane or its own window.
You have to go seek it out in the message window.)

When you drag messages and folders out to the desktop, the MBOX file loses
all such "status" indicators that Entourage adds when you receive a message.
When you drag them back in again, they'll again show up if they correspond
to anything in the message headers, but not otherwise. For example, you'll
see that "Received" date and time are now all the date and time you imported
them back in, not the original date and time you received them. Certain
other indicators - e.g. the "Resent" icon for sent messages you resent -
will also be missing, I think, as will "Flagged". Others - like "Forwarded"
will be replicated.

My guess would be that any priority set by the original sender, which is in
the headers, will be replicated when re-importing, and any priority you've
reset yourself on received messages will be missing. Possible?
