IPs 4.30.0.0 - 4.39.255.255 is Level 3 Communications, an ISP I do not want
to receive email from.

64.39.0.0 - 64.39.31.255 is Rackspace.com who I have not received any spam
from.

At the moment I have no reason to block 14.39, 24.39, etc.

Is the open bracket, [, what I am missing to use "starts with" or is it
speaking about the beginning of the line?
