Solution: On Panther ...

1. Go to System Preferences > Keyboard & Mouse.
2. Click on the Keyboard Shortcuts tab.
3. Click on the plus sign (+) button to add a new shortcut.
4. Find Microsoft Entourage in the dialog that appears. Since it�s probably
in an Office 2004 subfolder in your Applications folder, Panther probably
won�t pick up on it automagically.
5. Type �Paste As Quotation� (exactly, without the quotes) in the Menu Title
field.
6. Press Command-Shift-V in the Keyboard Shortcut field.
7. Click Add.
8. Quit and re-launch Entourage.

Now, you have your keyboard shortcut back in Entourage only. It should
affect any other apps. It should only affect your user account. Everyone
else on the computer gets the Office 2004 default. Win-win, although you may
want to re-map the other shortcut if you use the command whose shortcut you
just replaced.
