If I may be so bold as to expound on Barry's response, as we just went
around in circles trying to explain this very same point to someone just a
few weeks ago...

There are two ways to include images in HTML mail. The first is to reference
an attached image in the HTML. The second is to reference an image stored on
a remote web server. That I'm aware of, only the first method is directly
supported by Entourage. The second is supported by the "Send Complex HTML"
(I *think* that the name) AppleScript and its ilk.

The messages you have seen that have come in with images, but that contain
no attachments are using the second method. These same messages, with
Entourage's default settings, would have their images blocked. The reason
for that default setting is security (prevent the download of potentially
harmful files) and privacy (prevent the HTTP request that would report that
you have viewed the message).
