PLEASE always state which version of Microsoft Office you are using - **2004**, X or 2001. It's often impossible to answer your questions otherwise.

Perhaps an approximation to this would be to create a script that performs the check that is desired, folllowed by a send. Associate it with a keyboard shortcut, then train yourself to use the shortcut rather than the MS-provided menu command or button.
I don’t think it’s a great solution, but it might be better than nothing for some people and purposes.

There's no sort of script that can intervene as you send or click any other button or menu command. That would require allowing scripts to override the application. It has been explained to me that giving scripts that type of power would be an invitation to serious viruses. (There's a device that's been invented by someone which can in fact do this for most applications, but it doesn't work with Entourage.)
