You haven't really given us enough information. Are you connected to the ISP
whose mail server you're trying to send through? If you're connected to a
different ISP, perhaps they're blocking the traffic. You really should be
sending via the mail server of the ISP you're connecting to, not via the
mail server of the ISP where the mail is received.

Other than verifying settings, I wouldn't expect any of that to help since
it sounds like some sort of connectivity issue.

Almost certainly a waste of time.

Please give us more information including who you're connecting to and what
mail servers you're trying to access and the exact error message you're
receiving. You can mung the names if needed but it is important to know in
relative terms what ISP you're connected to and what SMTP server the mail is
supposed to go out through.
