You can adjust this by going to Entourage > Preferences, selecting "Compose"
under "Mail & News Preferences", and toggling the first two settings.

Yes, as part of the improved Exchange functionality with Global Address
Lists, which are accessed using the LDAP protocol.

The idea was that people would type in the names of friends and then they
could look up the person's e-mail address in the LDAP directory.  The
problem is that these days, people don't want to share their e-mail
addresses publicly because of spammers.  Also, these directories would today
be enormous, making it difficult to locate an individual.  As a result, the
popularity of the feature for home use has dwindled.
