They are, unless you select "Edit:Edit message"

But until you type into a message, you can treat it much like a reply. hence it is common for people to start select text to delete from the message, in preparation for making their own reply. As soon as you hit delete, the message is deleted.

i.e., the delete key is modal: in outgoing (and in edit-mode incoming) mail, it means backspace over the selection. In incoming mails, it means delete the message.
 
The answer, in terms of UI, would be to ask the user if they wish to delete the message, or make a reply, when delete is pressed in an incoming message, and there is a selection.
